Help with cygwin please?

I need help to make toilet to work in cygwin, everytime I try to ./configure it says "error: you need libcaca version 0.99.beta18 or later" even after selecting it in cygwin packages during the installation, and even after installing libcaca 0.99b18 manually
help please?
