Help..? :) ...Please... is there help out there for an, innocent beautiful woman inside and out who has been hacked (target for some reason) for over 2-1/2 years? Local authorities are stumped.. (as you know it's difficult to get help unless you are half-dead) ...or, some "trained" think it will cease for the asking (latest conversation)... didn't know that was a new tactic. Anyway... I am frustrated, frightened.. seeking any help, advice -- hoping someone knows someone that is an expert in this field and can help? I've exhausted all resources and contacts I know at this point.(approaching rebuild, although this is computer number 7; cell phone number 5).. is there hope when the hacker/stalker/harasser also controls your computer (not just at-will entry into your home, car, phone, personal files - basically your entire life)? I just found an extra person on the "supposed not broadcasted Wi-Fi" and when I do contact "others" for help -- he gets into my system and controls every response,.. including the scans I just tried to do for malware (which I see.. such as the remote desktop or Trojan drops in download and MWord files) ..I see the steps taken to disable anti-virus (first by silencing anti-virus which requires no password - brilliant flaw) ...and since he also controls every social network outlet (including email, Facebook, etc.) no matter how often I change passwords he finds an open port (I just found a drop port on my router -- new one for him. I'm guessing he's become a remote user that can't be terminated (virtually, ha ha) ...at least not by any means I've tried -- and I have tried them all,. considering I'm just a writer, by no means a computer guru. :( Does anyone have any suggestions? I am at a complete loss... but so need help... please... anyone?

Wipe your OS. Install an easy to use operating system, like Linux Mint. Don't use WiFi anymore, or change the security to use WPA, or if possible just use a wired connection. If someone is living in the house with you it might also be one of them doing it.
do not use wifi, it is completely unsecure. you need a wired network connection for security.
Do not use any backups. Format with dban 2.2.6...not 2.2.7 wich is bundled with blancco malware
you may be infected with a remote administration tool, also don't use any torrents/warez and do click any .exe which are not safe.
it's simple. Turn off wireless in the router....

There are many things that could be the cause, and most have been aforementioned.
The easiest way is to sequester the infected machine, get a new machine, and start using your router in wired-only mode (use an ethernet cable to connect to it).
After that, change ALL of your passwords (starting with your e-mail--or make a new e-mail and migrate all of your accounts over to that one for default password recovery).
Then, after a few months, set up your wireless again with a WPA2-with-WPS-disabled configuration. Make sure the password is pretty secure, as well.
The reason why I discourage using your old machine is because many crackers are great at hiding malware in hidden partitions (hard-to-find bits of your hard-drive), putting rootkits on your system (that are hidden from the operating system because they operate at the kernel-level), and many other tactics that allow them to keep themselves and their activities hidden.

2) Change your Wi-Fi settings to WPA2-AES, and make the password long, and mixed (characters, symbols, etc.)
3) Close all ports on your router that aren't HTTP, HTTPS, and other commonly used ports. Open up ports as you go figure out some apps require different ports open. (Ex: Skype)
3) Try and be wired to your router/modem at all times.
4) Change all of your passwords yet again.

I would also get a new router in addition to what everyone else has said. Routers can be hacked too, especially the cheapo ones everyone has in their house.
If the attacker already got in the router simply turning off wireless may not be enough, although it probably is.

You're focusing too much energy on stopping the hacking. If this has been going on for three years, then I think it's time you started questioning why this is still happening. This sort of relentlessness means you did something to piss someone off. You may not have done it on purpose, but this hacker probably feels like you've wronged him some how. Qualifying your call for help by saying that you're "an innocent beautiful woman inside and out" tells me there's something you feel guilty about. You need to figure out who is doing this to you and why.
I think you should hire a private investigator if the authorities are no help. Seeing a therapist right now would also help. You need a professional whom you can trust to give you outside perspective and advice right now. Having your life invaded and threatened completely skews your picture of your world.
Finally, stay away from sketchy stuff on the internet. Decrease your appeal as a future target.
