Yesterday there was a thunderstorm so I unplugged my computer and my router. Now if I want to connect to my router using Debian I get a "connection failed" message. If I use Windows 7, which is installed as dual boot using GRUB because I need it for school or my cellphone via WiFi, I still can connect to it. Any ideas, what the problem could be?

surmtimes internet wireless routers fail for a while. Either wait at MOST an hour while restarting the modem. OR call the company. It shouldn't be permanent.

Have you tried to give your machine a static IP from the router? I am sure when you installed Debian, it configured itself for a static IP. When you reconnected to your router, it is issuing a Dynamic address.
