Hello /tech/. I'm currently starting a project to build a hobo desktop in a small cupboard at work. Space is roughly a 1.5' by 1' and 3' tall. Hopefully the entire thing will be passive cooled, for minimum noise. Any ideas?

Depends, what do you want to do with this computer?
Youll need at least 3 holes.
I/O ports, and really all the ports for Monitor, power, etc.
Fans (at least 2)

It really depends on what you need it to do, but for simple office work an intel atom would be fine. An AMD APU might be a better alternative if a more powerful gpu is needed.
