Was wondering how to optimize AMD quad core. Currently running at 1.4 Ghz. Would like to see it at the 2.3 GHZ that it was advertised at. Is is a matter of unlocking, or does turbo core technology mean it accelerates on demand?

Dude, you've got to overclock your processor. AMD would have some software, or you'll have to do it via BIOS. It doesn't need to be unlocked, as even locked processors have a fair level of headroom for overclocking to be done.
Also, most locks are to prevent the processor from overheating and melting.
Google your motherboard's model+overclocking and you'll get some software or stumble upon a tutorial.
