I have a netbook with Win 7 on it, and I plan on buying a desktop computer. The only problem is that the new desktop will not have Win 7 on it. Is it possible to transfer the files from my netbook to the desktop? Or will I have to put Win 7 on the new computer in order to keep my files?

files in general can be kept between computers ans operating systems, now things that are encrypted automatically to keep people from doing that exactly are harder to move

You're gonna wanna install pretty much any OS on the desktop, you'll then be able to copy documents, pics, videos, other personal shit over to the desktop.
Now, if you're asking if you can copy the Windows directory over the desktop and get it to work, the answer is no.
To get Windows 7 on the new computer, you need to install it (via a DVD, USB drive, or whatever installation media). Buy it, or .torrent it and google a key (and hope it works).
