Weird hardware failure, don't know wtf

Hey /tech/, normally I'm pretty computer literate but I'm stumped by what's going on with my computer right now. I was hoping I could pick the board's collective brain.

Turning on the computer, the motherboard reports it detects everything perfectly well, but Windows doesn't load up at all, and I get taken to a *WINDOWS ERROR RECOVERY* screen which gives me the option to boot normally or in safe mode (no "last good configuration"). Either one produces nothing, and takes me back to that screen after a few seconds.

Booting from the install CD gives me a progress bar telling me Windows is preparing files for a few seconds, then a completely blank screen (monitor shows it's getting no input). It hangs on the blank screen forever.

My guess is it's some kind of hardware failure, but I don't know how to tell what component failed.

Mine did that once.  It sucked dicks.  I had to get a completely new hard-drive.  although it was a laptop, not a Tower, the principal still applies, I would check the hard drive.  also, there are a number of things called live CD's that can help.  I use them to fix windows often.  There are good ones like the one here on www.ubuntu.com, and also on www.bauer-power.net (under bauer-puntu tab) There is also a complete OS site dedicated to ones like these, its called www.linux.org.  there is also Solaris, distributed by Oracle.  just google that one.  Its military grade.
