whats the best program for burning stuff to a dvd?

Depends what you specifically want to do. Brasero works great for *nix platforms. I think most of the free windows burning software is garbage, but you might find something.
I heard Alcohol 120% is good, but it costs money. Alchohol can copy copy-protected disks, so it might be worth it. I myself wasn't satisfied with it.
If you want to import DVDs into a mpeg, you should look up a program called Handbrake. It turns raw crypted DVD movie data into a computer video file. Handbrake can take hours to process, but it's worth it IMO.
For good measure, install VLC. It's a great move player and runs almost anything.
