What is a good, free C/C++ compiler for windows?

In case it  affects my options, I'm currently on a 1.6ghz lappy w/500mb of Ram.

Microsoft has a compiler.  Visual studio express.

mingw is pretty good, comes pacakged with the "bloodshed" IDE (http://www.bloodshed.net/devcpp.html)
