Do Windows XP OEM product keys work on different hardware than they were originally placed on unlike Vista OEMs?

No. But if you call Microsoft and explain you're trying to install a legitimate copy of Windows on a new computer, and you got rid of your old computer (so no two computers are running copies of Windows activated with the same key), they'll flag the key as reusable.
