CPU Advice

i was helping a freind fix his computer (bad motherboard, blown caps) and he bought a new motherboard. it had DDR400 and PCI_E connections like i asked, but he forgot i also mentioned he needed a socket 939 so his CPU would fit. Instead he accidentally got a socket 754. luckily, the mobo came with it's own processor (and for only 50bux!)  It's okay for web and aim and such, but it runs like shite on games and the audio spazzes out (static noise) whenever there's any load on the CPU.

I was thinking of installing a PCI sound card and easing the load off the CPU, or getting a more powerful CPU for him.

Online i found this:
http://www.newegg.com/Product/Product.aspx?Item=N82E16819104244

which looks promising. can you tell me if it will be noticably better than a sempron 3100+ (1.8ghz) or am i better off with a sound card? I don't really care about the sound quality, but i definately need the cpu to run better.

TL;DR: comp runs a little slow, sound problems. should i get a sound card or a faster CPU?
