/tech/ - Getting japanese characters to be viewable

Okay, so I'm not exactly the best with computers. I got my computer reformatted and installed with Windows XP Professional by a friend. Problem is, all moonspeak text comes up as question marks or squares. I took the advice from a friend to go to Control Panel, Regional and Language Options, Language tab, and checked the box for Install files for East Asian Languages. Of course, I didn't have a CD to do so. I found a torrent for said CD, and everything seemed to go fine. I restarted, nothing changed. Halp?
