My dad's laptop's suddenly stopped connecting to the internet. I had the same problem, and tried doing what I did to fix the problem before(turn off IPv6 Protocol), but that hasn't worked, so we've got no actual idea of how to fix the problem. His laptop's connecting to the router, but he can only get "limited access", yet I'm connected to the same router and have full access.
tl;dr my dad's internets are broke, halp me fix them.

Spyware/virus or broken network card.

This "limited access" is one of the best examples of Windows' ridiculously uninformative and misleading error messages.
It just means that it did't receive any DHCP offers. So there's something wrong with the computer's network settings or with the network itself between the computer and the router.

If ``It just means that it did't receive any DHCP offers.'' is correct, the rest of your post does not follow. More likely the router is misconfigured.
If one machine connects properly through the router, and the other one does not, and both are using the same access (i.e. wired or wireless), then it is fairly certain that the problem is in the computer affected ... meaning settings, the network card or the cable.
In line with the other suggestions here, downsize the machine's network settings to the minimum (network card, windows client, TCP/IP), then make it conform to the settings the other computer is using. If that doesn't work, then change the cable (a simple swap with the other computer should suffice). If that doesn't work, change the network card.
