cell phone jammer

looking for an inexpensive portable cell phone jammer/blocker. everything i find is like $200+. wondering if there's something around maybe $50 (is this out of the question?).

also, what exactly is the legality of these. i've heard anything from they're totally illegal to have and use, or they're only illegal to use but not to possess.  I live in California, if location is a factor..
