I don't have this problem, but have you tried screaming obscenities down the phone?  It might be good to relieve stress.

As them if they are "maintaining a do not call list".
Tell them to put your number on it.

Report them to FTC. They're breaking federal law.

Get caller ID and a phone that blocks specified numbers.

If you have time, you should play with them. Make them waste about 10-15 minutes being interested in getting their most costly product then say something that would completely invalidate the purchase when you're done. For example, for a carpet cleaning service, get them to put you down for a whole house but then say you have hardwood floors when you're finished.

Googled for their number. They sound like A Grade pricks.

The reason so many people are getting calls from these 415 numbers, but from seemingly different actual companies, is because AT&T offers this service from the old PacBell offices here in SF.

I'm a telemarketer(thanks for the hate), and seriously normal people have NO idea how the law for this shit works.
First off, if its a non-profit, a charity or somehow connected to politics they are automatically exempt.
Secondly in the fine print for a lot of the stuff you might sign up for there is oftena  clause that waives the no-call list, until you tell them SPECIFICALLY to not call you.
third, for other things, merely giving your credit card gives them permission to call you, I work at a non-profit, and this is how we are able to recall people on our no call list.
Finally, the hardest to understand, be polite. and not fake polite, when you talk to thousands of people a week, its easy to tell when someone isnt being honest. The reason for this? the FTC DOESNT GIVE A DAMN, and even if they did, its practically impossible to log every call everyone makes. So if you piss someone off, they can just call back and blame a technical glitch for bringing your number up.

The vast majority of you people are rude and obnoxious, and you certainly just proved my point.  GET A LIFE!!!

Me? I just take everything, and I mean EVERYTHING they say as innuendo. Ask them what they are wearing, ask them to take it off. Treat it like one of those stupid sex lines the commercials advertise for really late at night.  They won't want to call back. :-)
