DBpoweramp used to be a fantastic little program (fast, lightweight, supports about all formats, shows up as an option to convert when you right click on media files) but the free vew versions blow ass. Bet you could find older versions on teh internets though

I once used Wavepad, by NCH to do some filetype conversion- for ringtunes actaully. Check out their site, they have some free programs or at least some demos. Maybe you'll find something you like.

If you're ripping CDs, Exact Audio Copy with LAME works great. Other than that, I have no idea.
