Background Image On a Palm T|E

I have a Palm T|E.  I've noticed that on my friend's T|E2, he can change the background image in the Aplications launcher.  I, however, cannot.  Does anyone know of a program, most likely a thrid-party add-on that will let me choose a background image?  I've search teh Googles, and only found one that lets me change the Agenda background, but not the Applications one.  Thanks.
