You would have to contact the ISP that owns the address and then ask what person was using that IP at a certain time. Of course they would only give it to you if you had court orders or were the government. Though one can do other things with an IP address, such as studying logs and piecing together a person's activity this way, then perhaps with a bit of social engendering one could probably find the identity and address of the individual.

type in the ip & it will tell you where the person is. beware!! people use proxies. i am useing 2 right now. so if you looked up my ip it would show me being in the yukon!! YEA!

Considering it put me in Texas, when in fact I live in Illinois, I don't see how it could possibly be right for the majority of the intrawebz. What about all of the aol users? AOL bounces through so many proxies its unreal.
