Keyboard problems with Japanese progs

I've been trying to run a few japanese games (Embodiement of Scarlet Devil and the 2ch mugen), but everytime i try to run them, the menus keep scrolling up. when i try to force it into a game mode, the character just keeps jumping back and to the left, or the character moves up and left.

does anyone know what could be causing this? i couldn't figure out the moonspeak menus in 2ch mugen, and i've tried disabling my wireless keyboard and cleaning out the keys as well. this problem hasn't affected any of my other programs though.
