"unable to complete the format"

I just bought a HDD and tried formatting it on my WinXP pro comp, and it works fine until the very end, when it says, "Windows was unable to complete the format", and then stops. I tried asking around ona  couple other boards and just got totally ignored, so I'm asking here. I tried formatting it twice in Disk Management, and once with the right-click format thing in My Computer. Both times it ends the same way. I even tried partitioning it, and then formatting the partitions, but even the individual parts get the ame error, at the very end of the format. Any help?

Return it, call your manufacturer, et cetera

This sucks, it's the second harddrive I've bought, and it's a seagate, even.

1. go to manufacturers website
2. go to support
3. look for "format tool" or similar. basically this will restore the drive to what it was before being shipped from the factory. if that doesnt work then, yeah, it's rooted.
