Why does my new cable company want my MAC address in order to  sign up for a cable modem?

The MAC address of what? Your router? Your NIC? Your cable modem (if you already had one)?

If it's for your router/NIC, they probably don't want you to use it on more than one device (that would be strange, though).

If it's for your cable modem, it's simply so they know you're a registered customer and they'll be able to authorize your connection.

so that they can track your CP downloading

Get your own modem and router.  Chances are, the ones they give you will be shitty.

If it is anything like Time Warner, they use the MAC ID of the cable modem to assign services in their billing system, which in turn is tied to their provisioning system. The way Time Warner works is with the DOCSIS standard, when a cable modem is hooked up to their plant and requests information from its servers, the servers respond by assigning a "disabled" configuration file to the modem until the modem is added into their provisioning system and then can be assiged services for insance speed/class of service/etc... Its basically the simple way of stopping the mythical "uncapped" cable modem, only way to get around is to clone the MAC of another modem already on the system, and then you get thier speeds, not any faster than normal. Also when both  the real cable modem and the cloned one are online at the same time, they will both cease working.

How do I clone MAC? I'm on TWC, the modem they gave me needs to be restarted constantly. I have one that I had used when I had Adelphia before I moved that is far more stable, but whever I call them to have to modem put on my account, they'll tell me they'll do it, and then not do it. If I can just do it myself, that would be nice.
