I like the idea, just currently lack the need for one. They were a little over my head since the last real class on electronics I took was back in highschool, but I'm sure it's nothing that some lurking moar wouldn't fix.

It depends. You can make a really shitty one just with a sparkplug, can, and the right antenna length. However, this requires a decent electrical source and puts out a shit ton of EM across probably more spectrums than just the cell phone's spectrum (which is somewhere in the upper 800mhz range iirc)
smart cellphone jammers are harder to make but still can be done. Google around for a while. I've seen things about it in the past

most cellphones use dualband(or triple/quadruple) gsm today so its more like (europ/us)
900/850
1800/1900
Someplaces also use 400/450/1700/2100
