Codec trouble

DVDs won't play on my laptop. I look for codecs and all I find are things that say they will let me burn and rip DVDs, or something I have to pay for. Will the codecs that let me rip/burn let me just watch some damn DVDs? If not, where do I get a free codec to watch DVDs, if there is such a thing.
