Here's mine:
Can I go up to a service provider and ask for a phone number, a sim card, and nothing else -- i.e. no outgoing minutes whatsoever? Is this a plan that anyone would advise?

I don't know of any providers that do just that. Most if not all providers want to hook people into 1-2 year contracts with full services.
I also have a question:
Is it possible to have a cell number from a store bought-pay per minutes cell transfered?
you don't have any prepaid cell phones plans in your area? fork out $100 for a phone and find the cheapest prepaid plan.

in the UK all the small independant phone shops will sell you just a sim with a number for about £5. No need to buy minutes or anything and nothing registered in your name or traceable to you. Drug dealers fav
