Most (4/6) of my USB ports no longer work.
When I boot windows it says that there is a USB device connected when there isn't. This happens when a device (keyboard, mouse, gamepad) is plugged into one of the non-working ports.
In my Device Manager, whenever a device is plugged into a non-working port, it will flash a "USB Device" then disappear, then reappear, then disappear, repeating on and on...
I was wondering how I might go about fixing this.

When your computer boots, press F8 and choose to startup in Safe Mode and then delete the folder named System32.
What >>2 said, cleans out the system cache so your USB ports will get reset.

My Keyboard doesn't work when Windows is booting... stops working when the box of system info is displayed.
anyway to do this with out having to press F8?
I have to keep unplugging and replugging my mouse and keyboard just to type this.

To get to safe mode without a keyboard, pull the plug on windows while it is booting (before you get to the login prompt/the desktop). Then plug the power cord back in, and boot up again. It should give you a menu to access safe mode from automatically.

I am guessing you use a USB keyboard. Use a PS/2 keyboard instead. It should work then.

Using a PS/2 Keyboard I can boot into safe mode, but when I try to delete the System32 folder, it says it can't be deleted, renamed, or moved.

You could try a Linux LiveCD, one of them should ... hmmm NTFS, and I guess most of them aren't packed with CVS versions of ntfsprogs... troublesome :/
