Pay for a shell account and run the tunnelling program there. Or if Web applications can do everything you need, http://proxify.com/ is good.

A friend of mine did exactly this.
The proxy that he had to get passed allowed all https trafic through. So he used stunnel (google it) and tinyproxy (also google) to do it through his webhost. It worked very well.

I do that at work with PuTTY so I can tunnel Remote Desktop to my PC at home. I even made a tiny program to make a 20% visible transparent window that shows a different image every second so that there is always traffic and the proxy doesn't kill my connection for idling.

Sockscap will get u though the proxy server u need to know the server name or IP, an open port try 1080, 24, if all else fails try port 80, usually techs use MSN or other chat clients themsleves and they will hav ports open for them to use.
U will havto configure socks with whateva UN/PWD u use to get to the net theres no stoping the pw/un on the porxy, ya then run prograoms though it.
