Hooking up fluorescent lights

I'm having some trouble doing this. Maybe someone here with electronics knowledge can help me out. The setup is for two lamps. I think it's in parallel.

These are the wires
1. Line(black)
2. Line(white)
3. 1st left socket(1)
4. 1st left socket(2)
5. 2nd left socket(1)
6. 2nd left socket(2)
7. ballast(black)
8. ballast(white)
9. ballast(blue(1))
10.ballast(blue(2))
11.ballast(red)
12.1st right socket
13.2nd right socket

Actually I had found that previously and it's how I came up with what I did in >>9. The only difference is the diagram shows two reds, but I have two blues instead. So I switched red for blue. Does that make a difference? Maybe if I knew what the colors meant it would help.
