Hooking up fluorescent lights

I'm having some trouble doing this. Maybe someone here with electronics knowledge can help me out. The setup is for two lamps. I think it's in parallel.

These are the wires
1. Line(black)
2. Line(white)
3. 1st left socket(1)
4. 1st left socket(2)
5. 2nd left socket(1)
6. 2nd left socket(2)
7. ballast(black)
8. ballast(white)
9. ballast(blue(1))
10.ballast(blue(2))
11.ballast(red)
12.1st right socket
13.2nd right socket

I don't have much electonics knowledge/terminology either, but it seems a ballast is something to reduce/regulate the current. It's a black brick shaped thing. The fluorescent "bulb" has two pins. The pins go into this "sockets". This fixture is for two "bulbs" so there are four "sockets." From each of the left sockets there extends two wires. Four total. 1st left sockets wires are both colored white. 2nd left sockets wires are both black. The right sockets each have one wire extending from them. So there are a total of 13 wires to deal with. Does that make any sense?

I've tried connect
1-7
2-3-5-8
4-6-11
9-12
10-13
but it didn't work. The breaker didn't trip either...
