Weird TV Problem

So a neighbor moved, and gave me his old TV. It's bigger than the one in my room (27" vs 19"), and the picture quality is fine.

The weird problem I'm having is that it can't go above channel 28. I'm not using a satelite tuner or anything in this room, just coax just plugged directly into the TV, like my previous TV.

Any idea what's up? There's no Setup or Menu button on the remote so as far as I can see, there's no Cable - Antenna switch or anything.

Model is a Panasonic Omnivision TV/VHS combo. PV-MS2750.

depends on how old the tv is. i know i had an old tv with only 30 channels. channel 0 and one called "video" meant it didnt go above 28.
