In /g/ a few months ago, someone made an MP3 player out of a Tungsten E by using a 1 BG SD card and a homemade battery pack connected to the USB port. Does this mean that the Tugnsten E can be recharged via the USB port as well as the power port? (I left behind my wall charger while on a trip this weekend, but I have plenty of USB cables laying around.)

Isn't the most obvious thing you can do right now to plug it in and see?

Well, I did, but I'm not sure if it's charging or not because the battery level symbol doesn't turn into the charging symbol (the one with the lightening bolt).

that all depends on the battery and how its all hooked up. You need a rechargeable battery and you need it to be hooked up in such a way that the USB can recharge it.

I have a palm zire 31 and for mine the battery is built in and you can charge via usb (trickle charge) or use the wall adapter for a fast charge. Will note that when charging via usb it doesnt show the lightning bolt like when you use the fast charger.
