Because of the Raiders logo, the pirate is wearing a bandana on his head! ...and - probably like many other people - that 'bad boy' image of the Raiders from late 60's into the mid 80's (or until they got rid of Marcus!) was something to imitate/emulate, to co-opt the 'bad boy' image as your own

LA Raiders.  LA a part of southern california.  Southern California = one of the highest population of mexicans in the US.
