Will constantly wearing weights increase strength and muscle over time, or wear you out and break down muscle instead?

Both, probably. Try it, then we'll all know. ;)

It might help if you wear them while doing something like martial arts, to specifically target the muscles you use for certain moves. Otherwise, lifting would be much faster than any gain you could get from wearing weights.
It depends really. Obviously, if you wear too much at one time, you'll be left really sore. So look for a happy medium, and it'll help you increase your strength. But yeah, do it while doing things like Martial Arts and you'll notice a difference shortly.

Wearing weights on your balls is not recommended. Eventually they will stretch down to your feet, and you'll have to tie a knot to prevent yourself from stepping on them.

damaging to the joins when used during high impact exercises. Only reccomended for use during exercises where the resistance is typically your body weight. Also, only use weights around your core, vests and weighted belts are the best. Ankle and wrist weights cause risk of hyperextending the joint.
