Ff we have the complete DNA of an extinct animal is it possible to create a live specimen?

Sure, why not, but what are you going to do with it?

Unless you have multiple complete copies, or at least enough on secondary copies to create both genders, or unless you don't mind risking hybridization, which defeats the point of "bringing back the original" in the first place, you can only ever bring back a disposable herd of one.  Given that current artificial genetic recombinant methods are limited, there's a good chance the eventual success wouldn't live very long anyway, though you could chalk that up to "refining the science."  In fact, it's diet and biology might prove completely incompatible with the environment as it exists today: the general world temperature too cool, the biologic defenses unsuited to deal with our bacteria, etc..
