Kevin Costner already solved the "planet engulfed in water" problem.
On the other hand, the "too hot" part always had me puzzled: if the gases causing the atmosphere to provide the planet with less solar protection was also acting as a heat resistor, why wouldn't those gases also affect the sunlight reaching the planet in the first place?
