I think you're stating a pseudo-problem based on undefined terms like "sum of energy", "bound inside" and "consumers of energy", but you're so unintelligible it's hard to be sure.

Is this a word play, i don't get it. We already are not considered as such. Many measurements and calculations employ local variables and we are energy consumers in that local system. But if you really can see and interpret universe as a whole, you are right, that is the correct way of looking at it.

The reverse process, creating energy from mass is quite common. It is observed when particles and their anti-particles collide with each other and called annihilation radiation. For example electrons and positrons colliding will emit two gamma rays (light) at around 512keV photon energy.
To create mass from energy you need to concentrate sufficient energy in a small enough volume. European scientists plan to build a laser that, when focused to a small enough spot, will create particles in vacuum.
