quite simply because speaking in a manner sufficiently complex as humans requires a good deal of mental power. So humans evolved particularly large and advanced brains to perform this task. The reason this is a very rare trait is because brains as large as ours require ridiculous amounts of energy to run, in most cases it is more evolutionarily desirable (in increasing number of successful offspring) for the organism to invest that energy elsewhere.

You have cause and effect backwards there.

You're right about the insane energy cost, though. The fact that there's no immediate payoff for slightly larger brains means that the only way a species is going to develop brains as big as ours is by getting lucky with a sexual selection feedback loop.
It happened for us, and we got lucky in that once you get over the initial hump, high intelligence does turn out to be advantageous. We could just as easily have ended up like the peacock.

This. And like someone else around here said, after that "initial hump", there's no point in being the SECOND most intelligent species on the planet. The inferior species would just end up as slaves or else annihilated. Also, you can't develop much of a language underwater.

Being a good slave can give your species mega fitness points. See horses, cows, dogs, every other domesticated species.
Just wait until we breed monkeys smart enough to do menial tasks. The street will be crawling with small, furry monuments to our abandonment of ethics, running around and picking up trash, doing construction, delivering pizzas, etc.
