Wouldn't it bee less costly to the hive if the stinger could sting multiple times?

The advantage is that bees learn the value of survival by saving.  This save mentality extends to pollen and honey in the hive.  This hive mentality creates a hive mind where survival is necessary no matter how many people try to burn them alive.  See Bee movie.  Wait that was about Jews.

The stinger continues to do damage while it is separated from the bee. Reusable stingers just can't do that.
Individual worker bees aren't worth much to the organism, which in the case of bees is the hive. Worker bees don't mate, and depend on the survival of the queen to spread ``their'' genes, so there is no genetic imperative towards self-preservation if the hive can be protected by suicide attacks.

Regrowing large parts of an organism is usually more expensive than just making a new one. That's a lot of overhead to cram into every single bee, when most will never end up stinging at all.
