Sound neutralizer

As you all know, if you have two identical soundwaves where one of them is 180 degrees out of phase, the sound will be eleminated or neutralized.

Does it exsist a program that recieve sound from the microphone, and generates a 180 degrees out of phase soundwave out the speakers?

It would help me studying, since my neighbor have bad taste in music.
