Yeah, this seems legit.
The article links to
http://www.gpofr.com/, which is apparantly the author's webpage (warning: it'll automatically resize your browser). You can download the full version of his paper/book "The General Principles of Reality" there (it makes you register and tries to sign you up for spam, but just type in garbage for your email.) If you know about physics and have time to sift through the 200 pages, I'm sure you'll get a laugh out of it. Unfortunately I fall into neither of those categories.
According to his own page, the author Robert L. DeMelo is a "Physics Philosopher" with no mention of any educational background at all, but a long, vapid paragraph about his religious views.
On his website, he gives a list of schools and companies, saying that his website has had multiple visits from these places, even though he's never had actual contact with any of them. (Warning: your IP is being recorded and monitored)
You can buy the book for $24.
He's looking for investors to fund his attempt to build a spaceship to fly to the moon based on his new theories.
