The passage never stated that pi was 3. Instead, it states that the circumference was measured to be 30 and the diameter was measured to be 10. The value of pi may be implied as 3 here, but not exactly if you consider that stated measurements can't ever be exact, always having a margin of error due to rounding to the nearest whatever when taking a reading even if assuming a valid measuring device and a skilled person using the device. A derived pi value would in turn have a margin of error, and the value 3 would be within the range.
