Where does COSPAR get off accepting that abstract? The author's question is valid, one way or another.

If anything, he is the amateur, and not the submitter.  I'm willing to guess some person of non zero distinction found this new gravity theory to be amusing enough to publish something about.  Since this 3rd party is non trivial, COSPAR was more willing to accept the abstract.  That's my theory, at least.
