It's a way of representing characteristic functions for continuous-time random-walk processes (the "Levy" part).  Anything that's infinitely divisible and/or something like brownian motion or a compound poisson process can have its characteristic function written in that form.

Don't bother trying to DO something with it, it's pretty much just there to be admired as an interesting result about infinitely divisble/stable distributions.
