One of the unfortunate problems with academia today is that tests only test the ability to take tests. These tests are constructed by the instructor to test the knowledge they believe a student should have gotten from their course, however often instructors feel the need to write tests for the top percentile, rather than the average student. Fortunately, institutions often realize that a particular time frame may have been bad, no matter the abilities of the student, and thus they allow you to retake courses that you have performed poorly in. Just remember to drop a class that you're not doing well in next time, rather than trying to fight it out. All is not lost...but seriously, work on your test taking. Answering difficult questions in a set time period is very stressful, and if you don't train yourself to do the steps for particular problems then tests will only continue to be stressful.
