What kind of depth are you looking for?

Russell and Norvig's Artificial Intelligence: A Modern Approach, for instance, was enough for me to write a simple back propagation neural net implementation.

also, that's a pretty standard intro AI textbook that covers a lot of stuff and is more of a general course on topics in AI, you can probably find something dedicated to neural networks that would be better for you, but otherwise this is a good book to read in general.
