Also, Im fucking retarded in using one.  Should I turn the gas all the way before igniting?  Im not getting "cones".  Its just like a wiffy plume that blows around with the room's AC.

No.  You want a "good ratio" between the gas and airflow through the burner in order to get a stable flame.  Guess somewhere in the middle and turn the knob slowly until you get a good flame.
