Despite the heisenburg uncertainty principle scientists can still make observations about the behaviour of subatomic particles using probability and statistics. If there is a 0.01% chance of a phenomena occurring when 2 particles collide, a scientist can say "it occurs about 0.01% of the time under these conditions" and use the observation to compose a hypothesis in the same way Newton would when he encounterred phenomena that appearred to occur 100% of the time. As long as the scientist takes into account all of the facts, including the fact the phenomena only occurs 0.01% of the time, and follows scientific method his hypothesis will be valid. Quantum physics has already made succesful "predictions", the nuclear fission (atomic physics), microwaves (magnetron) and semi-conductors (research and development depends on quantum physics) would not have been discoverred/invented/developped without the study of quanta.
