I don't know about the macro effects, but if a man can put a bacteriological reactor into his basement or garage to make the fuel for his car without a need for huge safeguards and resources, then inevitably a sample of these microorganisms will be blatantly stolen.  After being cultivated in private hands, it will start to spread across the nation.  Heck, a "shed still" may become a guilty little secret like in the 1920s ... 'cuz it'll all be illegal, of course.  There's no way the elite will let us put grass and leaf clippings into a bioreactor and get auto fuel out of it.  They've already chased people down for -- get this! -- NOT PAYING FUEL TAXES on the biofuel they made from discarded frying oil.

Except that you have to generally monetize LSD by selling it to others, and that exposes you to law enforcement.  Producing your own fuel monetizes itself by saving you expense.  Also (and currently), it's just not illegal to produce your own fuel, which is diametrically opposed to LSD.  I'm sure that will change if the common man actually gets running with basement stills for producing fuel, when the option is available and gas is north of $5/gal.

Hopefully, we who can afford to construct local bioreactors for fuel can do so, and will be in small enough numbers that the government will find it too expensive (or not having enough ROI on arrests and convictions, which is the same thing) to chase us.  We happy few will be making fuel in our garden sheds for perhaps 20% of the cost of all the corporate fluid at the gas stations.  Of course, this 20% or so will come after making the capital investment, which any sensible man will budget $2000 for.  Given the possible savings of at least $500/yr, that will work out just fine.
