OK, there could possibly be, but no one has attempted to sculpt a voice through surgery quite so specifically, so don't hold your breath.

i have no knowledge within the field of medicine, anyway i would expect a shape sensitive thing like the vocal chord to extremely hard to alter in the way you propose - remember there will always be formation of scar tissue after a surgical procedure.

All of ya, keep schtum.  With modern modeling techniques and advanced surgical knowledge, I have every confidence that an experimental procedure or two would result in an engineered voice.  It may require actual implants, like miniature forms of the ones used for breast augmentation.  It would certainly require internal cosmetic surgery for altering the form of the throat.  It would all certainly cost a lot of money, especially at first ... but the end result has a good shot at mimicry, even duplication.

Those with the money probably don't want the procedure, and those without the money can't afford it.

COPYRIGHT INFRINGEMENT!?!?  Wow, that's a good one -- I never even considered that.  Since "voice design" will probably be done to match a the voice of a living person who is additionally wealthy from being well-known, I can see this being an immediate legal issue.  To wit:  "Mr Cruise, as your lawyer I must advise you to file a lawsuit against Famous Voices™ in LA, since they are offering to create your voice (among others) in the throat of those who pay their surgeons.  I'm sure a $10 million 'identity theft' suit would at least force them to take your voice off their menu."

Even dead folks who are well known can have estates which continue to act in that interest after their deaths (which is getting out of hand, to be sure).  The estate of Vincent Price might chase after you anyway.
