Is correct.

You can get a good start by memorizing it however works best for you, but the only way you'll get good with the periodic table is by working with it. Find a good, well labelled, clean table that includes common oxidation values (that last bit is surprisingly hard to find) look things up on it, do problems, take tests, and you'll learn your way around it.

Yep. I managed to memorize the whole thing in one weekend (for bonus credit in chem). Basically I just took a stack of paper and wrote the thing over and over, dozens of times.
