quantum dot anti-stokes fluorescence?

as many of us should know, quantum dots can be used as an "artifical atom", with electrons jumping in and out of their "bands" producing and absorbing light.  my question is this: is it possible to design a band in a quantum dot such that it will anti-stoke floucesce?

Yes it is possible to design a device that utilizes a completely theoretical concept.

except for the fact that both anti-stokes flouresence and quantum dots are very real
